Complaint statistics


During 2010-11, we received 5,291 complaints:

  • 4,659 were about the Prison Service
  • 502 were about the National Probation Service
  • 130 were from detainees in immigration removal centres.

2,561 cases were eligible for investigation. The rest had either not been through the internal complaints procedure, were sent more than three months after the incident or were not within the PPO’s remit.

We completed 2,496 investigations in all. We found in the complainant’s favour in 661 cases (26 per cent)

Fatal Incidents statistics

During 2010-11, we also opened investigations into 200 deaths:

  • 186 were prisoners
  • 1 had been recently released from prison
  • 11 were resident in Probation Service Approved Premises
  • 2 were immigration detainees

Of those, 122 were from natural causes and 59 were apparently self-inflicted. There were 2 apparent homicides, 2 as a result of substance misuse and 2 which were classes as accidental or other cause. There were 13 deaths which had not been classified at the time the annual report was produced.
