The Ombudsman and Senior Staff

The Ombudsman – Stephen Shaw CBE

Stephen Shaw was appointed as the Prisons Ombudsman in October 1999. Following the setting up of the National Probation Service, he became the Prisons and Probation Ombudsman for England and Wales on 1 September 2001.

His responsibilities were increased in April 2004 to cover the investigation of fatal incidents in prisons, probation service Approved Premises and immigration removal centres. In October 2006, he also gained responsibility for investigating complaints from immigration detainees.

Deputy Ombudsmen

Fatal Incidents Investigations – Jane Webb
Jane Webb was appointed as Deputy Ombudsman - Fatal Incidents in December 2007.

She is responsible for investigating deaths that occur in prison, young offender institutions, probation Approved Premises and immigation removal centres whatever the cause of death.

Prison, probation and immigration removal centre complaints –  Elizabeth Moody and Penny Snow

Elizabeth Moody and Penny Snow were appointed as Deputy Ombudsman - Complaints in October 2009.

They are responsible for investigating complaints by prisoners, those under probation supervision and immigration detainees.


Business development and corporate services – Tony Hall

Tony Hall was appointed a Deputy Ombudsman in October 2007. He is responsible for the corporate support services and business development of the Ombudsman's office.
